WORK REGULATIONS

Of the Executive Board, Standing Committee, Secretary, Deputy Secretary of the Youth Union term X, term 2019 - 2022

(Attached to the Decision No. 01-QD/DTN dated December 12, 2019 of the Executive Board of the Youth Union of Nguyen Huu Canh  Economic Technical College)

 

The Executive Committee of the Youth Union (the Executive Committee for short) is the leading of the Ho Chi Minh Communist Youth Union of Nguyen Huu Canh Economics Technology College between the two congresses, responsible to the Party Committee, Board of Directors, Standing Committee of Ho Chi Minh City Youth Union and union members on all aspects of the school's Communist Youth Union activities. The Executive Committee is a full and comprehensive representative body of the union members and students of Nguyen Huu Canh Economic Technical  College in student-related activities.

The operation of the Executive Committee must ensure the proper implementation of the provisions of the Charter of the Union, upholding the principle of democratic centralism; strengthen internal solidarity, uphold the spirit of self-criticism and criticism, promote wisdom, and strengthen the individual responsibility of the Executive Committee members.

CHAPTER I

RESPONSIBILITIES AND POWERS OF THE EXECUTIVE BOARD,STANDING COMMITTEE, STANDING BOARD OF SCHOOL UNION.

Article 1. The Executive Board has the following responsibilities and powers:

1. Concretize and direct the implementation of the Charter of the Union, the resolution of the Congress of the Communist Youth Union of Nguyen Huu Canh Economics Technology College  for the term 2019 - 2022 (the 10th Congress) , Resolutions, Directives of the Party Committee of the University and of the Standing Committee of the Ho Chi Minh City Youth Union.

2. Develop the working program of the term and assign tasks to the members of the Executive Committee, in order to effectively implement the resolution of the 10th Congress.

3. Listen to reports and give opinions on the activities of the Standing Committee of the Youth Union (the Standing Committee) between the two congresses.

4. Preliminary and summary of important policies in the process of implementing the Resolution of the 10th Congress.

5. Implement self-criticism and criticism mode to build high consensus in the Executive Committee.

6. Prepare for the 11th Youth Union Congress and report on the leadership review of the 10th Youth Union Executive Committee before the 11th Congress.

Article 2. The Standing Committee has the following responsibilities and powers:

1. Decide on specific guidelines and measures in order to thoroughly and effectively implement the resolutions of the 10th Congress and the resolutions of the Executive Board.

2. Solve problems related to organization, cadre work, reward and discipline according to the charter of the Union and the guidance of the superior delegation.

3. Decide on the organization of the Branches.

4. Organize the inspection and preliminary review, review and draw experience from the implementation of the Resolutions of the Executive Board, Party Committee and Standing Committee of Ho Chi Minh City Youth Union. Report periodically to the Executive Board on the direction of the two congresses.

Article 3. Standing Committee of the School Union:

1. Including the Secretary and Deputy Secretary, on behalf of the Standing Committee to manage the daily work of the Youth Union of the University, according to the Resolution of the Executive Board, the Standing Board;

2.Direct the activities of the Branches, coordinate with the units to implement the Resolutions and policies of the School Party Committee and the Standing Committee of the Ho Chi Minh City Youth Union as assigned.

3. Implement the mode of consultation; comply with the promulgation, signing and approval of documents in accordance with the regime of promulgation, signing, approval and archiving of documents in the Union system.

CHAPTER II

PERSONAL RESPONSIBILITIES AND POWERS

Article 4. Secretary of the Youth Union: As a person holding general responsibilities, presiding over and administering the work of the Executive Committee and the Standing Committee, has the following responsibilities and powers:

1. Take the highest responsibility before the Party Committee - Board of Directors, Standing Board of Ho Chi Minh City Youth Union for directing and organizing the implementation of policies of the Party Committee of the University, Resolutions of the Standing Committee of the Youth Union of Ho Chi Minh City. Ho Chi Minh City, Resolution of the 10th Youth Union Congress and the Executive Committee's Resolution on Youth Union work and youth movement; propose major issues for the Executive Board and Standing Committee to consider and decide.

2. Take the main responsibility in designing and directing the summary of important work aspects of the Union; in personnel organization, external affairs and financial work of the Union; assign and manage the work of members of the Standing Committee and the Executive Committee.

3. Maintain the principles of organization and activities of the Union and the unity and consensus in the Executive Committee and the Standing Committee.

4. Enjoy responsibility allowances according to the regulations of the school.

 

Article 5. Deputy Secretary:

1. Help the Secretary grasp the general situation, administer and handle daily work according to the resolutions of the Executive Committee, the Standing Committee and the guidelines of the Party Committee, the Standing Committee of the Ho Chi Minh City Youth Union; In charge of the School Union Office.

2.  Direct the coordination of work among comrades-members of the Standing Committee, authorized by the Secretary to handle and assign tasks to members of the Standing Committee in daily arising work when necessary.

3.  Be responsible to the Executive Board and Standing Committee for the field in charge.4.  Handle daily work as assigned by the Standing Committee together with the members of the Standing Committee, the members of the Executive Committee.5.  Enjoy responsibility allowances according to the regulations of the school.

Article 6. Responsibilities and powers of Standing Committee members:

1. Take responsibility before the Executive Board and the Standing Committee for the fields, units and tasks assigned to them, and participate in deciding the work of the Standing Board.

2. Participate in the implementation of the Resolution of the Executive Committee, the Standing Committee of the Youth Union and the Standing Committee of the Ho Chi Minh City Youth Union together with the members of the Executive Committee, the Branches directly; advise and propose measures to solve arising problems in the assigned fields and related fields.

3. On behalf of the Standing Committee to deal with daily work in the fields and units in charge of, on the basis of decisions of the Executive Board, the Standing Board and the direction of the Standing Committee of Ho Chi Minh City Youth Union. Article 7. Responsibilities and powers of Executive Committee members:

1. Organize the effective implementation of assigned tasks, propose measures in the assigned fields to the Executive Board and Standing Committee.

2. Participate in working groups and research groups to advise the Executive Committee and Standing Committee.

3. Have the responsibility to cooperate with the Youth Union organization where they are working to check, preliminarily - summarize the implementation of the Resolution of the Executive Committee and the Standing Board.

4. Have the right to be informed and give opinions to the Standing Board

5. Strictly abide by the working regulations of the Executive Board and the Resolutions of the Executive Board and the Standing Board according to the principle of democratic centralism (subordinates submit to superiors, the minority obeys the majority, and individuals organizational obedience).

6. Annually implement the self-criticism regime at the working unit and report to the Standing Board.

7.  Enjoy responsibility allowances as prescribed for members of the Executive Committee.

CHAPTER III

COOPERATION WORK

Article 8. The Executive Board is under the comprehensive direct leadership of the School Committee and under the direct direction of the Standing Committee of the Ho Chi Minh City Youth Union. The Executive Board is responsible for

1. Advise the Party Committee to have a regular working regime with the Standing Committee of the Youth Union, regularly report the situation and make recommendations to the School Committee to resolve issues related to the Youth Union's work and youth movement. year. Participate in the development of resolutions and guidelines of the School Committee related to youth work and propaganda, mobilization, and organization for union members and students to well implement the Resolutions and guidelines of the Party.

2. Organize, lead and direct the affiliated Youth Union to well implement the Directives of the Executive Board, the Standing Board of the Ho Chi Minh City Youth Union. Regularly report on the situation, give suggestions to the leadership and direction of the Standing Board of the Ho Chi Minh City Youth Union.

Article 9. The Executive Board of the School Youth Union closely coordinate with functional units and trade union organizations to organize the implementation of activities related to the school's union members and students:

1. Participate in student-related issues; participate in propaganda, advocacy and organization for union members and students to carry out school activities.

2. Maintain close relationship with socio-political mass organizations that are allowed to operate in the school through the coordination of activities between the parties to implement programs related to union members and students.

CHAPTER IV

WORKING MODE

Article 10. Conference regime:

1. The Executive Board's meeting is held once a month in the last week of the month, convened by the Standing Committee; convening an extraordinary meeting when it isnecessary,. The extended Executive Board meeting is decided by the Standing Committee.

2. Regular meeting of the Standing Committee twice a month, when necessary, the Standing Committee may hold an extraordinary meeting when necessary.

3. All conferences and meetings of the Executive Committee and the Standing Committee are approved by email invitations (Email) at least 1 week in advance and on the weekly work schedule of the Youth Union.

4. The important issues raised at the meeting of the Executive Board and the Standing Board must be discussed democratically to reach a high consensus and must be concluded and voted in accordance with the Charter of the Union. In case there are unconcluded issues, the Executive Board re-authorizes the Standing Committee to discuss and decide or prepare for the next Executive Board meeting to discuss and vote

Article 11. The regime for organizing the implementation and inspecting the implementation of decisions:

1. The resolutions of the Executive Committee and Standing Committee meetings must be concretized by planning, guiding the organization of implementation, examining and summarizing seriously.

2. For important resolutions of the Executive Board and the Standing Committee, the Standing Committee of the School Union holds a staff meeting to implement it. In addition, for decisions on which work, the Standing Member in charge of the assigned field is responsible for implementing and checking and evaluating the implementation results.

3. The Standing Committee has a program to direct the points, assigns members of the Standing Committee to directly direct and inspect the implementation, and inform the whole Delegation to draw lessons.

4. The specialized committees are responsible for assisting the Standing Board in monitoring, inspecting and urging the implementation of decisions according to their respective responsibilities.

Article 12: Information and reporting regime:

1. At the regular meeting of the Executive Committee, the Standing Committee reports on the general situation and the work that has been resolved between the two congresses.

2. On a monthly, quarterly, and 6-monthly basis, in charge of the School Union Office is responsible for reporting on the general situation to members of the Executive Committee, members of the Standing Committee.

3. Comrades of the Executive Committee of the Youth Union are responsible for the content of work at the request of the Standing Committee.

CHAPTER V

TERMS ENFORCEMENT

Article 13. Comrades members of the Executive Committee, members of specialized committees are responsible for strictly implementing this Regulation. The Executive Board will decide the forms of commendation and reward for comrades who have well performed the Regulation and will take specific handling measures for cases of violation of the Regulation.

Article 14. The Standing Board monitors the implementation of the Regulation. Annually, review the implementation of the regulations and report to the Executive Board meeting for adjustment, amendment and supplement.

Article 15.- The Standing Committee of the Youth Union has the task of guiding the implementation of this Regulation to its affiliated branches.

Article 16. This Regulation takes effect from the date of signing.
